The core values of socialism are the essence of the socialist core value system, reflecting the fundamental nature and basic characteristics of the socialist core value system, and embodying its rich connotation and practical requirements. They are a highly condensed and concentrated expression of the socialist core value system.
Since the 18th National Congress of the Communist Party, the central government has attached great importance to cultivating and practicing the core values of socialism. General Secretary Xi Jinping has made important statements and put forward clear requirements on multiple occasions. The Central Political Bureau has conducted collective learning around cultivating and promoting the core values of socialism and the traditional virtues of China. The General Office of the Central Committee issued the "Opinions on Cultivating and Practicing the Core Values of Socialism." The high importance and strong deployment by the Party Central Committee have pointed out the direction for strengthening the education and practice of the core values of socialism and provided important guidelines.
On October 18, 2017, Comrade Xi Jinping pointed out in the report of the 19th National Congress that we should cultivate and practice the core values of socialism. We should focus on cultivating a new generation that undertakes the great task of national rejuvenation, strengthen education guidance, practical cultivation, and institutional guarantees, and give full play to the guiding role of the core values of socialism in national education, the creation of spiritual civilization, and the production and dissemination of spiritual cultural products, integrating the core values of socialism into all aspects of social development, transforming them into people's emotional recognition and behavioral habits.
Conceptual connotation
The 18th National Congress of the Communist Party proposed to advocate for prosperity, democracy, civilization, and harmony; to advocate for freedom, equality, justice, and the rule of law; to advocate for patriotism, dedication, integrity, and kindness, actively cultivating and practicing the core values of socialism. Prosperity, democracy, civilization, and harmony are the value goals at the national level; freedom, equality, justice, and the rule of law are the value orientations at the social level; patriotism, dedication, integrity, and kindness are the value criteria at the individual citizen level. These 24 words are the basic content of the core values of socialism.
"Prosperity, democracy, civilization, and harmony" are the construction goals of our socialist modern state and also a refinement of the basic concepts of the core values of socialism from the perspective of value goals. They occupy the highest level in the core values of socialism and have a leading role over other levels of value concepts. Prosperity means a rich country and a strong people, which is the desirable state of economic construction for a socialist modern state, a beautiful aspiration longed for by the Chinese nation, and the material foundation for national prosperity and people's happiness. Democracy is a beautiful aspiration of human society. The democracy we pursue is people's democracy, which is essentially and fundamentally about the people being the masters of their own affairs. It is the lifeblood of socialism and the political guarantee for creating a happy life for the people. Civilization is an important symbol of social progress and a significant feature of a socialist modern state. It is the desirable state of cultural construction for a socialist modern state, a summary of a socialist culture that is scientific, popular, and oriented towards modernization, the world, and the future, and an important support for realizing the great rejuvenation of the Chinese nation. Harmony is a fundamental concept of traditional Chinese culture, vividly reflecting the situation where education is available, labor is rewarded, medical care is accessible, the elderly are cared for, and housing is provided. It is the value aspiration of a socialist modern state in the field of social construction and an important guarantee for the harmonious stability and sustainable healthy development of the economy and society.
"Freedom, equality, justice, and the rule of law" are vivid expressions of a beautiful society and a refinement of the basic concepts of the core values of socialism from the social perspective. They reflect the basic attributes of socialism with Chinese characteristics and are the core value concepts that our Party has consistently pursued and practiced for a long time. Freedom refers to the freedom of human will, existence, and development, which is a beautiful aspiration of human society and also the social value goal pursued by Marxism. Equality refers to the equal rights of citizens before the law, with the value orientation of continuously achieving substantive equality. It requires respect for and protection of human rights, ensuring that everyone enjoys equal rights to participate and develop according to the law. Justice means social fairness and justice, which is predicated on the liberation of people and the acquisition of their rights to freedom and equality, and is the fundamental value concept that the state and society should uphold. The rule of law is the basic way to govern the country and administer politics, and governing the country according to law is a basic requirement of socialist democratic politics. It maintains and protects the fundamental interests of citizens through legal construction and is the institutional guarantee for achieving freedom, equality, fairness, and justice.
"Patriotism, dedication, integrity, and kindness" are the basic moral norms for citizens and a refinement of the basic concepts of the core values of socialism from the perspective of individual behavior. They cover all areas of social moral life and are the basic moral standards that citizens must adhere to, as well as the basic value criteria for evaluating citizens' moral behavior choices. Patriotism is based on a deep emotional connection to one's own country and serves as a behavioral guideline for regulating the relationship between individuals and their country. It is closely linked to socialism, requiring people to take the revitalization of China as their own responsibility, promote national unity, safeguard national unity, and consciously serve the country. Dedication is a value evaluation of citizens' professional conduct, requiring citizens to be loyal to their duties, self-disciplined, serve the people, serve society, and fully embody the socialist professional spirit. Integrity means honesty and trustworthiness, a moral tradition passed down through generations in human society, and a key focus of socialist moral construction, emphasizing honest labor, keeping promises, and treating others sincerely. Kindness emphasizes that citizens should respect, care for, and help each other, fostering harmonious and friendly relationships, and striving to form a new type of interpersonal relationship in socialism.
