Resolution of the Central Government on the August 1 Commemoration Movement

August 1st is the International Anti-Imperialist War Memorial Day, and also the anniversary of the Nanchang Uprising in China. The Chinese Workers' and Peasants' Red Army began with the Nanchang Uprising and gradually grew in struggle. This year's August 1st comes at a time of extreme tension due to the new imperialist war of plunder and the anti-Soviet war, as the Japanese imperialists are launching large-scale invasions of China, and the Kuomintang is openly selling out the three northeastern provinces, Rehe, and North China. At the same time, there is a significant upsurge in the national anti-imperialist and anti-Kuomintang movement, and the Soviet movement and revolutionary war have achieved unprecedented great victories. Therefore, this year's August 1st holds great significance for revolutionary struggle. The Central Executive Committee has decided the following to commemorate the establishment of the Chinese Workers' and Peasants' Red Army and to reward and favor the Red Army soldiers:

(1) Approve the proposal of the Central Revolutionary Military Commission to designate August 1st each year as the Memorial Day for the Chinese Workers' and Peasants' Red Army. On this year's August 1st Memorial Day, battle flags will be awarded to the various regiments of the Red Army, and medals will be awarded to the responsible comrades who led the Nanchang Uprising and to commanders and fighters in the Red Army who have made special contributions.

(2) Task the Ministry of Internal Affairs to formulate preferential treatment certificates for the families of Red Army soldiers, to be issued to all families of Red Army soldiers.

(3) Under the district Soviet land department and the township Soviet, organize a Red Army public land management committee to manage the production and harvest of public lands of the Red Army, as well as the safekeeping of the harvests. Under the joint jurisdiction of the district Soviet land department and the Ministry of Internal Affairs, and under the township Soviet, organize a committee to manage all matters related to the preferential treatment of the families of Red Army soldiers.
