In order to strengthen the introduction of talent, improve the timeliness of policy implementation, and better serve and guarantee the employment and entrepreneurship of university graduates and skilled talents in Nanchang, the Nanchang Municipal Committee of the Communist Party of China Talent Work Leading Group issued the "Supplementary Regulations on Adjusting Nanchang Talent Policy" at the end of 2020, which adjusted some contents of the "Implementation Opinions on Supporting University Graduates and Skilled Talents to Come to Nanchang for Entrepreneurship and Employment" (Nanchang "Talent Ten Measures"). 1. Support university graduates and skilled talents to come to Nanchang for employment.
University graduates and skilled talents who settle in Nanchang and are employed in administrative agencies, public institutions, or sign labor (employment) contracts with enterprises in Nanchang, and pay social insurance for the first time in Nanchang, will receive a one-time living subsidy of 50,000 yuan for full-time doctoral graduates, 30,000 yuan for master's and senior technicians (level 1), 20,000 yuan for undergraduates and technicians (level 2), and 10,000 yuan for college graduates and senior workers (level 3). Those who have not settled in Nanchang can apply for living subsidies according to the above standards after paying social insurance in Nanchang for 6 months.
2. Support talents who come to Nanchang for entrepreneurship and employment to settle down and live happily.
Talents from key industries, research and development institutions, and those introduced to our city can purchase their first self-occupied commercial housing within the city's jurisdiction without being restricted by settlement. For full-time doctoral and master's graduates (including senior technicians) who have been stable in business for more than 2 years or have been employed in Nanchang and signed labor contracts with enterprises (excluding administrative agencies, public institutions, and state-owned enterprises) and have paid social insurance in Nanchang for more than 2 years, a housing subsidy of 100,000 yuan and 60,000 yuan will be granted for the first purchase of commercial housing in Nanchang, respectively. Those who purchase property-type talent housing cannot enjoy this housing subsidy policy at the same time. Talents who enjoy housing subsidies can only transfer the property rights of the purchased housing after holding the property ownership certificate for 5 years. The directory of key industry enterprises and research and development institutions will be established by the relevant competent departments, and a dynamic update mechanism will be established. The scope of relevant talents will be clarified and explained by the Municipal Party Committee Talent Work Leading Group.
