Military personnel, their families, veterans, and other preferential treatment recipients (hereinafter referred to as preferential treatment recipients) have made important contributions to national defense and military construction and should receive preferential treatment from the state and society. In order to earnestly implement General Secretary Xi Jinping's important discourse on veteran work, solidly carry out preferential treatment work, strive to ensure that preferential treatment recipients are respected by the whole society, and make military service a respected profession in society, the following opinions are proposed.
1. Grasp the overall requirements
(1) Guiding ideology.
Guided by Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implement the spirit of the 19th National Congress of the Communist Party, adapt to the new situation of national economic and social development, national defense, and military construction, respond to the new expectations of preferential treatment recipients for a better life, adhere to the work policy of combining state and society, uphold a policy orientation that reflects respect and encouragement, adapt measures to local conditions, do our best within our capabilities, gradually establish and improve the preferential treatment policy system, create a strong social atmosphere of patriotism and support for the military, and enhance the sense of honor and gain among preferential treatment recipients.
(2) Basic principles.
Adhere to the connection between active duty and retirement. On the basis of strengthening the preferential treatment of military personnel and their families, further establish and improve the preferential treatment policy system for veterans and other preferential treatment recipients, better reflecting the state's and society's commendation for contributions to national defense.
Adhere to matching preferential treatment with contributions. Consider the contributions of preferential treatment recipients to national defense and military construction comprehensively, provide corresponding preferential treatment, establish a clear orientation that the greater the contribution, the more preferential treatment received, and promote a more scientific and standardized preferential treatment work.
Adhere to combining care with management. Based on the actual performance of preferential treatment recipients, provide necessary rewards and punishments, guide preferential treatment recipients to cherish their honor, and consciously become law-abiding, honest, and rational citizens.
Adhere to coordinating current and long-term considerations. Based on the current national economic and social development reality, establish a basic preferential treatment directory, gradually expand the scope of preferential treatment, enrich the content of preferential treatment; focus on long-term sustainable development, plan preferential treatment policies and systems comprehensively, and continuously improve the preferential treatment work system.
2. Standardize the content of preferential treatment
(3) In terms of honor incentives, focus on establishing and improving the honor system for preferential treatment recipients, further strengthen spiritual commendation and honor incentives. Hang honor plaques for families of martyrs, military personnel, and veterans, send Spring Festival greeting letters to families of preferential treatment recipients, and hold welcoming and farewell ceremonies for enlisted and retired military personnel. Invite outstanding representatives of preferential treatment recipients to participate in important national and local celebrations and commemorative activities. Include the names of active military personnel and veterans who have received individual second-class merit or higher during their service in local chronicles. For active military personnel who have made contributions or received honorary titles or medals, local people's governments will send congratulatory letters to their families. Prioritize hiring outstanding preferential treatment recipients as external counselors, interpreters, etc., leveraging their advantages in participating in social welfare activities. Advocate using large gatherings, event broadcasts, flights, vehicles, and airport, station, and dock broadcasts and videos to promote the advanced deeds of outstanding preferential treatment recipients, continuously expanding the scope and influence of honor preferential treatment.
(4) In terms of living conditions, continuously improve the policies and systems for pensions, subsidies, and assistance for preferential treatment recipients, establish a dynamic adjustment mechanism for pension and subsidy standards, ensuring that the pensions and subsidies enjoyed by preferential treatment recipients align with national economic and social development. When adjusting regular pension and subsidy standards, give appropriate preference to those preferential treatment recipients who have made significant contributions. Each locality should promptly establish files for preferential treatment recipients who encounter sudden and temporary difficulties due to major life changes, and provide necessary assistance according to regulations for those who still face difficulties after enjoying social security benefits. Gradually improve the employment and entrepreneurship policies for spouses of active military personnel accompanying them, as well as basic living subsidies during the period of accompanying them without employment, to encourage active military personnel to serve with peace of mind and contribute to national defense.
(5) In terms of elderly care, state-run honor homes and preferential treatment hospitals will provide centralized care for widowed, lonely, and disabled preferential treatment recipients, and prioritize services for preferential treatment recipients who are bedridden due to long-term illness and for the parents of active military personnel who have received individual second-class merit or higher, and waive or reduce related fees as per regulations. For elderly preferential treatment recipients who cannot take care of themselves for a long time and are included in the local minimum living guarantee, localities should prioritize providing care subsidies based on their degree of disability. Actively promote service industries closely related to the daily lives of the elderly to provide preferential and priority services for elderly preferential treatment recipients. Encourage various levels and types of elderly care institutions to prioritize accepting preferential treatment recipients and provide appropriate preferential services.
(6) In terms of medical care, localities should clarify designated medical service institutions for preferential treatment according to the principles of ensuring quality and facilitating medical treatment. For disabled military personnel, families of martyrs, families of military personnel who died in service, families of deceased military personnel (hereinafter referred to as "three categories"), families of active military personnel, retired military personnel, veterans who participated in wars or trials, and veterans returning home with illnesses, priority windows should be opened to provide priority registration, medication, payment, examination, and hospitalization services. Various local medical institutions should prioritize providing family doctor contracts and basic public health services such as health education and chronic disease management for injured, sick, disabled, and elderly preferential treatment recipients. Organize preferential treatment hospitals to provide discounted health check-ups for disabled military personnel, "three categories," families of active military personnel, retired military personnel, veterans who participated in wars or trials, and veterans returning home with illnesses, and waive ordinary outpatient registration fees while providing priority treatment, examination, and hospitalization services.
(7) In terms of housing, adapt to the requirements of national housing security system reform and development, gradually improve the housing preferential treatment measures for preferential treatment recipients, and improve their basic housing conditions. When reviewing whether preferential treatment recipients meet the conditions for purchasing local guaranteed housing or renting public rental housing, pensions, subsidies, preferential treatment funds, and nursing fees should not be included in personal and family income. Preferential treatment recipients who meet local housing security conditions should be prioritized in public rental housing guarantees. For those who meet the conditions and enjoy national regular pensions and subsidies, appropriate rent subsidies or exemptions may be granted for renting public rental housing. For preferential treatment recipients living in rural areas who meet the conditions, they should be prioritized for inclusion in national or local rural housing renovation projects under the same conditions.
(8) In terms of education, earnestly implement existing policies and continuously enrich the content of preferential treatment. Eligible active-duty military personnel, martyrs, and children of military personnel who died in the line of duty can enroll in public compulsory education schools, kindergartens, and nurseries nearby. When applying for ordinary higher education institutions, they will be given priority in admission under the same conditions. Ensure that children of active-duty military personnel stationed in remote islands, high-altitude areas, and other difficult regions can enroll in public compulsory education schools, kindergartens, and nurseries nearby at the location of their parents' or other legal guardians' household registration, and receive reduced admission scores when applying for ordinary high schools and vocational schools, as well as enjoy student financial aid policies as stipulated. If the children of active-duty military personnel remain at their original station or household registration location without moving, they can enjoy local educational preferential policies for military personnel's children at their place of study. Priority will be given to disabled military personnel to participate in training, and they will enjoy national funding policies as stipulated. Retired military personnel can participate in educational training for free as stipulated. Implement preferential policies for eligible retired college student soldiers to resume studies, adjust majors, and pursue graduate studies. Increase educational support through separate plans, independent enrollment, and funding for tuition and scholarships to provide more opportunities for retired military personnel to receive higher education, helping them improve their knowledge structure and enhance their employment competitiveness.
(9) In terms of cultural transportation, public cultural facilities such as museums, memorials, art galleries, and parks, exhibition halls, scenic spots, and historical sites managed by government pricing or guidance pricing will provide discounts on admission tickets for active-duty military personnel, disabled military personnel, "three categories of dependents," and family members of active-duty military personnel as stipulated. Active-duty military personnel, disabled military personnel, and "three categories of dependents" enjoy priority when purchasing tickets or checking in, security checks, and boarding trains (high-speed trains), ships, passenger buses, and civil aviation flights operating within the country. They can use priority channels (windows), and accompanying family members can also enjoy priority services. Active-duty military personnel and disabled military personnel can ride city buses, trams, and rail transit for free; disabled military personnel enjoy a 50% discount on normal ticket prices when taking trains, ships, long-distance buses, and civil aviation flights operating within the country.
(10) In terms of other social preferential treatments, widely mobilize social forces to participate in preferential treatment work, continuously innovate the methods and content of social preferential treatment. Advocate and encourage volunteers to participate in volunteer services aimed at preferential treatment objects. Legal service institutions will prioritize providing legal services, and legal aid institutions will provide free legal services in accordance with the law. Encourage banks to provide priority processing for preferential treatment objects, waive card production fees, annual fees, small account management fees, interbank transfer fees, and other personalized financial preferential services. Cinemas (theaters) across the country will voluntarily play patriotic military support public service advertisements or promotional short videos before screenings (performances), encouraging discounts on admission tickets for preferential treatment objects.
3. Improve the management mechanism
(11) Establish a preferential treatment certificate system. The state adheres to the principle of overall planning and steady progress, fully utilizes information technology, and gradually produces and issues preferential treatment certificates uniformly for retired military personnel and "three categories of dependents," serving as valid documents for enjoying corresponding preferential treatments. Disabled military personnel can enjoy corresponding preferential treatments with their disabled military personnel certificates, retired military cadres and retired non-commissioned officers can enjoy corresponding preferential treatments with their retired cadre honor certificates, military officer retirement certificates, civil servant retirement certificates, and retired non-commissioned officer certificates. Active-duty military personnel can enjoy corresponding preferential treatments with valid documents such as military (police) officer certificates, non-commissioned officer certificates, conscript certificates, and student certificates. Family members of active-duty military personnel can enjoy corresponding preferential treatments with relevant documents issued by the military. The Ministry of Veterans Affairs will formulate management measures for preferential treatment certificates, standardize preferential treatment projects and durations, and establish systems for issuance, changes, information verification, recovery, and abolition.
(12) Clarify the preferential treatment directory. Based on the current situation and looking to the long term, while establishing and improving the preferential treatment policy system and gradually perfecting the preferential treatment work system, clarify the basic preferential treatment directory list that needs to be implemented effectively during the current period according to relevant national laws and regulations. With the development of the national economy and society, the needs of national defense and military construction, and continuous innovation in preferential treatment work, the Ministry of Veterans Affairs is responsible for coordinating with relevant military and local departments to timely adjust and update the preferential treatment directory, enrich and improve preferential treatment projects, and promptly release them to the public, organizing effective implementation.
(13) Improve reward and punishment measures. Establish and improve a dynamic management mechanism that combines rewards and punishments, is fair and standardized, and allows for entry and exit, to encourage preferential treatment objects to carry forward traditions, cherish honors, and maintain a good image. Those who actively participate in local economic and social development, national defense, and military construction, and make new outstanding contributions that are recognized should be rewarded and commended. Those who are criminally punished or subjected to administrative penalties in accordance with the law, have a serious negative impact, violate relevant provisions of the "Petition Regulations," lead collective petitions, and are discouraged, criticized, or educated but do not correct their behavior, will have their active-duty military personnel status revoked, and their preferential treatment qualifications canceled. The local county-level people's government department responsible for veterans affairs will be responsible for recovering any issued preferential treatment certificates. Those who have been penalized for administrative violations and have their preferential treatment qualifications canceled can have their qualifications restored after actively correcting their mistakes and eliminating negative impacts, subject to approval by the local county-level people's government department responsible for veterans affairs.
4. Strengthen organizational leadership
(14) Strengthen work responsibilities. Carrying out preferential treatment work is a common responsibility of the party, the state, the military, and the whole society. Relevant military and local departments should effectively raise their political stance, strengthen organizational leadership, establish a linkage mechanism, clarify responsibilities, and fully mobilize social forces to participate, forming a good working pattern of overall promotion, division of responsibilities, and joint construction. All localities should allocate relevant funds to subsidize preferential projects. The veteran affairs departments of local people's governments at all levels should play an organizational and supervisory role, timely formulate implementation plans and task lists, improve supervision and inspection, tracking and evaluation, and reporting methods, and promote the effective implementation of preferential treatment work. Relevant military and local departments and units should earnestly fulfill their responsibilities to serve preferential treatment objects and support national defense and military construction, actively take responsibility, and effectively implement preferential treatment work tasks in their systems.
(15) Organize and implement rigorously. Relevant military and local departments and units should include the implementation of preferential treatment policies in the annual performance evaluation scope, as an important condition for participating in the selection of model cities (counties) for military-civilian integration, model units, and individuals, and as an important basis for evaluating civilized cities, civilized units, and social credit ratings. Establish a work target responsibility system, clarify standards, refine measures, and develop roadmaps and timelines to ensure that all work tasks are deployed, supervised, and summarized. Strengthen supervision and inspection and reward and punishment measures, strictly follow up on evaluations and reporting systems, timely summarize and promote experiences, publicize and commend advanced units and individuals, and promptly report and criticize those who are negative, evade responsibility, or fail to implement effectively, with serious cases subject to accountability.
(16) Strengthen education and guidance. Deeply promote the national preferential treatment policies and relevant laws and regulations in the new era, guiding preferential treatment objects to fully recognize the care and concern of the party and government, accurately understand the principles, content, and requirements of preferential treatment work, reasonably establish policy expectations, and enjoy national and social preferential treatments in accordance with the law and policies. Vigorously promote the advanced deeds of outstanding preferential treatment objects, guiding retired military personnel to maintain and carry forward the fine traditions and styles of the people's army, and actively contribute to reform, development, and social stability. Strengthen patriotic military support and national defense education, mobilizing all sectors of society to consciously support the military and their families, creating a strong atmosphere of patriotism and military support, and promoting the military to become a respected profession in society.
Military personnel and their families also enjoy other preferential treatments stipulated by the state and the military.
Academicians and professional technical personnel at or above level three, as well as active-duty personnel who have transitioned to civilian roles, shall be treated according to the preferential policies for active-duty military personnel as outlined in this opinion; other civilian personnel shall enjoy the relevant preferential treatment similar to that of active-duty military personnel, with specific measures to be formulated separately.
The Ministry of Veterans Affairs is responsible for the interpretation of this opinion.
Provincial-level departments responsible for veterans affairs shall work with relevant military and local departments to study and formulate specific implementation measures and a list of preferential treatments based on this opinion and actual circumstances.

19. When children of active-duty military personnel stationed in remote islands, high plateaus, and other harsh areas apply for ordinary high schools or vocational schools, they shall be admitted with lowered scores and enjoy student financial aid policies as per regulations.
20. Children of active-duty military personnel who remain in their original station or household registration location shall enjoy local educational preferential policies for military personnel.

Those who meet local housing guarantee conditions shall be prioritized for resolution in public rental housing guarantees.
