Article Two The Nanchang August 1st Uprising Memorial Museum (hereinafter referred to as the August 1st Museum) is an important classroom for party members and cadres to understand party history, an important position for the masses to cultivate patriotism, and an important base for young people to learn revolutionary traditions and cultivate moral character. It vigorously promotes and cultivates the national spirit centered on patriotism, strengthens revolutionary tradition education, and promotes the development of red tourism activities.
Article Three Nature of the Organization: This organization is a professional committee under the Nanchang August 1st Uprising Memorial Museum, voluntarily joined by leaders and experts engaged in modern and contemporary history research and the study of the history of the Communist Party of China. It is a public welfare mass organization aimed at promoting national spirit, revitalizing the motherland, conducting education on revolutionary traditions, patriotism, and national defense, and promoting red tourism.
Article Four Purpose of the Association: This association is guided by the theories of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of the 'Three Represents', the Scientific Outlook on Development, and the construction of a harmonious society; abides by national laws and regulations, adheres to the principle of democratic management; strengthens cooperation among memorial museums with a spirit of dedication, innovation, and collaboration, carries out academic exchanges, cooperative exhibitions, and other activities, complements each other's advantages, and contributes to the development of the August 1st Museum.
Article Five The headquarters and secretariat of this organization are located within the August 1st Museum.
Chapter Two Tasks
Article Six This organization serves as a bridge and link between members and government departments, conveying and implementing government directives, assisting government departments in the macro management of the red tourism industry, proposing relevant suggestions, and organizing various experience exchange collaborations.
Article Seven The specific tasks of this organization are:
1. Establish a business exchange network focused on the research and display of modern and contemporary history, organize research projects and academic exchange activities, and promote the research of modern and contemporary Chinese history and the protection of revolutionary sites;
2. Strengthen vertical and horizontal connections, academic exchanges, and cooperation with memorial museums across the country, and actively participate in academic activities;
3. Provide relevant information, consulting, and research services to competent departments, other relevant departments, researchers of modern and contemporary history, and the general public, and offer suggestions for the construction and development of the August 1st Museum;
4. Carry out continuing education and training for members and staff of the August 1st Museum, popularize knowledge related to modern and contemporary history, artifact collection and identification, exhibition design, etc., and enhance the social visibility and overall level of the August 1st Museum;
5. Safeguard the legitimate rights and interests of members, reflect their opinions and voices, and regularly and irregularly hold various activities to serve members.
6. Organize evaluation activities for outstanding talents and research achievements of the August 1st Museum, and promote the development of the August 1st Museum's cause.
Chapter Three Members
Article Eight Any staff member of our museum who acknowledges this organization's constitution and fulfills their obligations may apply for membership. After review and discussion by the organization and the higher management department of this organization, they may become a member.
Article Nine Rights of Members:
1. Member units enjoy the right to vote and be elected;
2. Have the right to supervise, criticize, and propose suggestions regarding the work of this organization;
3. Enjoy the right to participate in all activities of this organization;
4. Have the priority to enjoy relevant business arranged by the organization;
5. Have the freedom to withdraw from membership.
Article Ten Obligations of Members:
1. Abide by the organization's constitution and relevant regulations;
2. Actively participate in and cooperate with organizational activities, care about organizational work, and implement the organization's resolutions;
3. Timely and accurately report relevant technical information, special materials, and research achievements available for paid transfer to the organization;
4. Implement priority and preferential paid technology transfer or technical services within the organization;
5. Pay membership fees on time and bear the necessary special activity expenses allocated by the organization;
6. Host visits, learning, and exchanges of technology and management experience for member units of this organization.
Article Eleven Any personnel who have made significant contributions to the development of the August 1st Museum may be appointed as honorary members or hold honorary positions in the organization upon discussion and approval by the organization.
Article Twelve While fulfilling the obligations stipulated in this constitution, members may participate in or establish joint relationships with other relevant organizations, but must not engage in actions that harm the interests of this organization and other members; otherwise, their membership will be revoked after discussion and voting by the executive meeting.
Chapter Four Organizational Structure
Article Fourteen The organizational principle of this organization is democratic consultation, and the highest authority is the member representative assembly;
1. Discuss and determine the organization's work plan and major issues;
2. Hear and review the annual work report of the secretariat;
3. Amend the organization's constitution;
4. Elect or supplement the organization's council units.
Article Sixteen The member representative assembly consists of member representatives, honorary members, and representatives appointed to honorary positions. The assembly is held once a year, convened by the organization, and may be held in advance or postponed if deemed necessary.
Article Seventeen Organizational Committee:
1. The organizational committee is elected by the member representative assembly, composed of representatives designated by each elected unit, with a term of two years and may be re-elected;
2. The new committee candidate list is proposed by the previous committee's office meeting and is elected by the member representative assembly through anonymous voting on a voluntary basis. Candidates must receive more than 50% of the votes from attending representatives to be elected as committee members, and the number of attending representatives must not be less than one-fourth of the total membership;
3. During the recess of the member representative assembly, the organization exercises the powers of the member representative assembly;
4. Organizational meetings may be held simultaneously with the member representative assembly or may be convened at any time by the chairman and secretary-general;
5. Review annual finances, budgets, and final accounts;
6. Supervise the work of the organization's secretariat;
7. To reduce personnel replacement procedures, if there is a change in the appointed committee member, the new legal representative of that unit may take over.
Article 18: The daily work is organized and implemented by the secretariat under the leadership of the organization. During the member representative assembly and the closing of the organization, the secretary-general is responsible for presiding over the work of the secretariat. The secretariat regularly reports its work to the organization and accepts supervision.
Article 19: Functions of the secretariat.
1. Responsible for handling the daily work of the organization.
2. Implement the resolutions of the conference during the member representative assembly and the closing of the organization.
3. Formulate the work plan of the organization and supervise and inspect the implementation by the members.
4. Prepare for the next member representative assembly.
Article 20: Director, Deputy Director, Secretary-General.
The organization has one director, several deputy directors, one full-time secretary-general, and several secretaries, elected by the organization under voluntary conditions and reported to the higher authorities for approval, with a term of two years, and can be re-elected.
Article 21: The staff of the secretariat is appointed by the secretary-general in consultation with the director. The assessment methods and standards for them are formulated by the organization. The salaries, allowances, bonuses, and benefits of the organization's staff are decided by the organization.
Chapter 5: Funding.
Article 22: Sources of funding:
1. Income from members paying dues on behalf of the organization as required.
2. Income from paid services.
3. Government funding and funding from related units, groups, and individuals.
4. Other income.
Article 23: The funds of this organization are used for the following projects:
1. Activities organized and meetings held by the organization.
2. Office expenses of the secretariat and labor and travel expenses of the staff.
3. Costs for collecting, translating, printing, publishing technical materials, etc.
4. Normal expenses related to the work of this organization.
Article 24: Activity funds and funding expenses are submitted to the units under the organization, and independent accounting is implemented according to national policies, laws, and financial management systems. Every year, the secretary-general reports the income and expenditure of funds to the member representative assembly and accepts supervision.
Chapter 6: Rewards and Punishments.
Article 25: Units and individuals that have made outstanding contributions to the organization's work and promoted the development of the industry will be awarded spiritual and material rewards in the name of the organization after being reviewed and evaluated by relevant review institutions organized by the organization.
Article 26: Units or individuals that violate the organization's charter and relevant regulations or whose words and actions cause serious damage to the organization's image and industry interests may be advised to withdraw from membership or be expelled after discussion and deliberation by the organization, and reported to the higher association for record.
Article 27: Member units of the organization should pay dues within the specified time as required. If payment is overdue for three months, it will be treated as automatic withdrawal.
Chapter 7: Supplementary Provisions.
Article 28: This charter is formulated and amended by the member representative assembly and implemented after being voted through; the secretariat is responsible for interpretation.
