In accordance with the unified deployment of the central and provincial and municipal committees, and based on the spirit of the "Implementation Plan for the In-depth Development of the Party's Mass Line Education and Practice Activities" (Hongwen Qunzu Document [2014] No. 1) issued by the Nanchang Municipal Bureau of Culture, News, and Publishing, and in combination with the actual situation of our museum, the following implementation plan is formulated:

In accordance with the unified deployment of the central and provincial and municipal committees, and based on the spirit of the "Implementation Plan for Deepening the Education Practice of the Party's Mass Line Activities by the Nanchang Municipal Bureau of Culture, News and Publishing" (Hongwen Group Document [2014] No. 1), combined with the actual situation of our museum, the following implementation plan is formulated:

1. Guiding Ideology

Upholding the great banner of socialism with Chinese characteristics, fully implementing the spirit of the 18th National Congress of the Communist Party of China, the Third Plenary Session of the 18th Central Committee, and the series of speeches by General Secretary Xi Jinping, guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of the "Three Represents", and the Scientific Outlook on Development. The main line is to maintain the Party's advanced nature and purity, with the main content being to serve the people with pragmatism and integrity, and to take the implementation of the central eight regulations as a starting point. Closely connect with the actual situation of the Party members and cadres in our museum, strengthen the education of the Party's mass line, vigorously promote the Party's fine traditions of linking theory with practice, closely connecting with the masses, criticism and self-criticism, as well as hard work and seeking truth from facts. Firmly oppose formalism, bureaucratism, hedonism, and extravagance (hereinafter referred to as the "Four Winds"). Focus on solving prominent problems that restrict the scientific development of our museum and are strongly reflected by the masses, continuously improve the level of service to the audience, and contribute to building Nanchang as a core growth pole and a cultural city.

2. Target Requirements

To carry out the education practice of the Party's mass line, the overall requirement of "looking in the mirror, correcting clothing and hats, taking a bath, and treating diseases" must run through the whole process, with strict standards, strict measures, and strict discipline to resolutely correct the "Four Winds" and focus on solving prominent problems in the political ecology of our museum. Through the education practice activities, promote the further improvement of the ideological awareness of all Party members and cadres in the museum, further change their work style, further strengthen the relationship between the Party and the masses, and further establish the image of being pragmatic and clean for the people, striving to build our museum into a window unit that satisfies the people.

(1) Achieve a new realm in establishing a mass perspective. Educate and guide Party members and cadres to integrate serving the people with pragmatism and integrity throughout the work of our museum. Strive to be a model for connecting with the masses, serving the masses, and being considerate of the masses, incorporating the opinions and suggestions of the masses into the decision-making of our museum, gathering the wisdom of the masses, and promoting the healthy development of the cultural undertakings of our museum.

(2) Achieve a new transformation in improving work style. Educate and guide Party members and cadres to focus on solving issues related to policies, methods, systems, and mechanisms that do not meet the requirements of the Party's mass line, firmly oppose the problems of being indifferent to the masses in thought, emotionally distant from the masses, and detached from the masses in work. Highlight the improvement of academic style, literary style, and political style, achieving clearer ideas, more effective measures, and more obvious results in serving the audience and the masses.

(3) Achieve new breakthroughs in performance assessment. Educate and guide Party members and cadres to focus on the goal of "cultural city, strong cultural city", further liberate thoughts, innovate mechanisms, deeply promote cultural system reform, and increase work assessment according to the requirements of classified reform of public institutions, linking assessment results with performance pay to motivate employees.

3. Target Scope and Time Arrangement

(1) Target Scope. The education practice activities will be carried out among all Party members in our museum, with three active applicants for Party membership participating throughout the activity.

(2) Time Arrangement. Starting from February 2014, basically completed by September, with a concentrated education time of no less than 3 months.

4. Methods and Steps

This education practice activity does not divide into stages or segments. In terms of methods and steps, it follows the three links of "learning education, identifying problems, and rectifying and implementing", and connects the requirements of the three links throughout the entire education practice activity.

(1) Mobilization and Deployment

1. Formulate a plan. Based on the actual work and style construction of our museum, formulate the implementation plan and publicity plan for the education practice activities.

2. Mobilization and Deployment. A mobilization meeting for the education practice activities of the Party's mass line will be held at the beginning of March to comprehensively deploy the education activities.

(2) Learning Education (Early March - Mid April)

The focus is on good learning publicity and ideological education, in-depth investigation and research, and widely listening to the opinions of cadres and the masses.

1. Organize learning. Focused on the three keywords of "firm ideals and beliefs, adhering to the mass line, and resolutely improving work style", organize Party members and cadres to study the "Important Excerpts on the Party's Mass Work" by Mao Zedong, Deng Xiaoping, Jiang Zemin, and Hu Jintao, and study the spirit of the Third Plenary Session of the 18th Central Committee and the series of speeches by General Secretary Xi Jinping. Use various forms such as centralized education, individual self-study, special guidance, and learning exchanges to enhance ideological awareness.

2. Carry out the "Four Ones" themed education. First, conduct a "people's sentiment home visit" exchange activity. Face-to-face education on the social sentiments of ordinary masses such as active employees and retired employees. Second, hold a special lecture on the mass line. Invite experts to give lectures, enabling all Party members and cadres to deeply understand the significance and spiritual connotation of carrying out education practice activities. Third, conduct a clean government education. Organize Party members and cadres to visit the exhibition "For the People, Pragmatic and Clean - Model of Party Conduct Zhou Enlai", allowing Party members and cadres to understand morality, self-discipline, cherish the present, and consciously be "clear-headed, clean, and healthy". Fourth, organize a collective learning experience exchange activity. Museum leaders take the lead, and all Party members and cadres participate, writing experiences related to their work and discussing and exchanging.

3. Conduct in-depth research and widely listen to opinions from the masses. Focus on identifying problems related to correcting the "Four Winds". Through home visits, individual interviews, and holding symposiums, seriously solicit opinions and suggestions from cadres, employees, and service targets, and listen to the masses' feedback on prominent issues in the work style of the leadership team and leaders. Lay a good foundation for identifying problems and improving work style.

(3) Identifying Problems (Late April - Late June)

Focus on party character analysis, daring to expose shortcomings, actively carry out criticism and self-criticism, truly educate the thoughts of Party members and cadres, improve their work style, and make their behavior more standardized.

1. Carefully identify and analyze problems. Members of the museum leadership team will focus on the requirements of serving the people with pragmatism and integrity, check against the Party Constitution, and examine whether there are issues of formalism, bureaucratism, hedonism, and extravagance in the unit and individuals, whether decision-making and policy-setting are undemocratic and unscientific, detached from reality, and seeking quick success; all Party members and cadres in the museum will check against the "Eight Regulations", focusing on identifying whether there is a weak service awareness and inadequate public cultural services; whether there are issues such as rigid service attitudes, low efficiency in serving the people, and improper service behaviors.

2. Carry out heart-to-heart talks. Conduct extensive heart-to-heart talks, with the main leaders of the museum talking one-on-one with team members, and with the main responsible persons of each department. Team members should also engage in heart-to-heart talks with each other, and between Party leaders and ordinary Party members, and among Party members. Heart-to-heart talks should connect with work reality, touch on ideological souls, face contradictions and problems, and speak the truth, the real truth, and the heartfelt truth. Through heart-to-heart talks, achieve communication of thoughts and improvement of work levels.

3. Write the self-examination materials. Members of the museum leadership team must write self-examination materials, carefully analyze the reasons, and clarify the direction of efforts and rectification measures. A written explanation must be provided for issues raised by the public. The self-examination materials should be submitted to the supervisory team after being reviewed by the team leader. Ordinary party members should submit their self-examination materials to the branch secretary.

4. Hold a special democratic life meeting and organizational life meeting. First, in accordance with the requirements of seriousness, pragmatism, democracy, and unity, hold a high-quality special democratic life meeting. The main content of the meeting is: to listen to the supervisory team's report on the construction of the museum leadership team and the prominent issues; team members should focus on implementing the requirements of serving the people, correcting the 'Four Winds' issues, and playing a role model, conducting self-analysis one by one, and engaging in criticism and self-criticism. During the criticism and self-criticism, adopt the method of 'first the team, then individuals; first the party and government leaders, then team members; first conduct self-criticism, then carry out criticism one by one,' ensuring that the process is serious and pragmatic, without surprise attacks. After the democratic life meeting, a report on the special democratic life meeting should be formed and the situation should be reported within the specified scope. The situation of the museum leadership team's special democratic life meeting should be reported to the supervisory team.

(4) Rectification and implementation (from early July to mid-September)

The focus is on addressing issues related to work style, proposing solutions, and formulating and implementing rectification plans. The main focus is on five tasks.

1. Formulate a rectification plan. Based on fully listening to public opinions, formulate a rectification plan and a timeline for advancing rectification. The rectification plan and timeline must have clear goals, prominent focuses, specific measures, and be practical and feasible. The rectification measures of the museum leadership team members should be made public to the public in a certain way and submitted to the supervisory team for review. Ordinary party members and cadres should clarify the direction and measures for rectification based on identified issues.

2. Coordinate rectification efforts. Establish a rectification work ledger, implement a work mechanism where each department is responsible, the publicity support team supervises, and the activity leadership group manages the progress. Focus on rectifying specific issues, ensure good coordination with the supervisory team, promote upward and downward collaboration, and work together to solve problems.

3. Focus on special rectification. Seriously implement the special rectification tasks determined by the central, provincial, and municipal committees, focusing on addressing issues such as bureaucratic obstacles, shirking responsibilities, using public funds for gifts, public funds for dining, luxury waste, private use of official vehicles, drunk driving, gambling, and entering private clubs. Determine the focus of special rectification based on the actual performance of duties and work style construction. Each rectification task must have a special rectification plan, advancement measures, a leading department, specific responsible persons, and supervision and accountability to prevent superficiality.

4. Strengthen the rectification of work style and discipline. Firmly rectify privilege, indifference, laziness, hedonism, and extravagance, strengthen the construction of the leadership team and the education and management of cadres, and guide party members and cadres to enhance their awareness of the party and organization. Strengthen the construction of party branches and the education and management of party members, and seriously deal with unqualified party members. Strengthen supervision and inspection at key points, seriously investigate violations of regulations and discipline, and promote the formation of a good atmosphere.

5. Improve and implement systems. Review and improve existing systems, focus on the existing systems for implementing the party's mass line, revise and improve those that do not meet the requirements of new situations and tasks, and resolutely abolish those that are not applicable. Research and formulate new systems, and from the beginning of activities, pay attention to formulating regulations that strengthen work style construction to provide a system basis for curbing the 'Four Winds.' Strictly implement systems, treat system regulations as rigid constraints, enhance execution, and use strict systems, rigorous execution, and tight supervision to promote the normalization of improving work style and closely connecting with the masses.

According to the progress of the museum's educational practice activities, timely hold a summary meeting to evaluate the educational practice activities of each department and propose requirements for advancing the activities, continuously consolidating and developing the results of the educational activities.

V. Relevant Measures

Insist on treating educational practice activities as an important political task at present, focusing on being pragmatic and ensuring that educational practice activities achieve practical results.

1. Strengthen leadership and implement responsibilities. The museum has established a leadership group for the party's mass line educational practice activities, with the party branch secretary as the group leader, other team members as deputy group leaders, and the main responsible persons of each department as members. The leadership group has three working groups: materials integration, publicity support, and liaison coordination, with clear personnel and responsibilities.

2. Pay attention to integration and overall planning. Adhere to practical considerations, combine the theme education practice activities of the mass line with accelerating the implementation of performance reform in the museum, promoting exhibition enhancement, implementing the renovation of the exhibition hall roof, and other construction projects, and effectively carry out various constructions during the closure period, allowing the public to feel the changes after rectification through practical actions.

3. Strengthen publicity and create an atmosphere. Fully utilize media such as bulletin boards and official websites to vigorously promote the significant meaning of educational practice activities, publicize good experiences and practices in our museum's educational practice activities, summarize advanced models in a timely manner, strengthen positive guidance, and ensure that the theme education practice activities create momentum and jointly create a positive public opinion atmosphere.

4. Strengthen supervision and strict implementation. First, consciously accept the supervision and guidance of the supervisory team. The museum's educational practice activities will be subject to the supervisory team's inspection and guidance throughout the process, fully listen to the supervisory team's opinions, actively cooperate with the supervisory team's work, and ensure that the 'prescribed actions' are solidly implemented. Second, supervise the progress of educational practice activities in this unit. Focus on ensuring the implementation of various aspects of work such as party member education, soliciting opinions, identifying problems, and rectification, while encouraging the development of 'self-selected actions' that are practical and distinctive to enhance the relevance and effectiveness of educational practice activities.
