In accordance with the unified deployment of the central and provincial and municipal committees, and based on the "Implementation Plan for the In-depth Development of the Party's Mass Line Education Practice Activities by the Nanchang Municipal Bureau of Culture, News and Publishing" (Hongwen Qunzuzhi [2014] No. 1) and the "Publicity Work Plan for the In-depth Development of the Party's Mass Line Education Practice Activities by the Nanchang Municipal Bureau of Culture, News and Publishing" (Hongwen Dangzi [2014] No. 2), and in combination with the actual situation of our museum, the following implementation plan is formulated.
In accordance with the unified deployment of the central and provincial and municipal committees, and based on the spirit of the "Implementation Plan for Deepening the Education and Practice Activities of the Party's Mass Line by the Nanchang Municipal Bureau of Culture, News and Publishing" (Hongwen Qunzuzhi [2014] No. 1) and the "Publicity Work Plan for Deepening the Education and Practice Activities of the Party's Mass Line by the Nanchang Municipal Bureau of Culture, News and Publishing" (Hongwen Dangzi [2014] No. 2), combined with the actual situation of our museum, the following implementation plan is formulated:
I. Guiding Ideology
We will uphold the great banner of socialism with Chinese characteristics, adhere to the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of the "Three Represents", and the Scientific Outlook on Development. We will fully implement the spirit of the 18th National Congress of the Communist Party of China, the Third Plenary Session of the 18th Central Committee, and a series of important speeches by General Secretary Xi Jinping. We will fully leverage the advantages of mainstream media, pay attention to the role of emerging media, focus on the development of the education and practice activities of the mass line, strengthen publicity and guidance, increase publicity efforts, play a typical role, create a good public opinion atmosphere, unify thoughts with the spirit of the central, provincial, and municipal committees, and promote the healthy and smooth development of the education and practice activities.
II. Key Points of Publicity
1. Vigorously publicize important spirits and decision-making deployments. Publicize the important significance and major deployments of the central government regarding the education and practice activities; publicize General Secretary Xi Jinping's important speeches and instructions on the Party's mass line and the education and practice activities; publicize the decision-making deployments and important measures of the provincial and municipal committees regarding the education and practice activities; ensure good publicity and reporting of important activities such as work meetings related to the education and practice activities, committee members visiting contact points for research and guidance, and home visits to understand public sentiment, fully reflecting the exemplary role of museum leaders in carrying out education and practice activities.
2. Vigorously publicize the guiding ideology and work arrangements. Publicize the guiding ideology, goals, basic principles, and methods of the education and practice activities; publicize the overall requirements of the education and practice activities, which include "looking in the mirror, correcting clothing and hats, taking a bath, and treating diseases"; publicize the deployment of the education and practice activities focusing on implementing the central eight regulations as a starting point, concentrating on style construction, and addressing prominent issues; publicize the important arrangements and key work of the Party branch in carrying out education and practice activities, and the situation of accepting supervision and inspection.
3. Vigorously publicize progress and actual effects. Publicize the situation of learning education, listening to opinions, identifying problems, conducting criticism, rectifying and implementing, and establishing rules and systems throughout the museum; report on the situation of leading cadres going to the front line, conducting research, and solving practical problems; publicize effective measures in the education and practice activities to combat formalism, bureaucratism, hedonism, and extravagance, and to conduct thorough investigations and rectifications of style issues and behavioral dirt; publicize the practical results of the museum's efforts to maintain integrity and discipline, ensuring that work and activities are both prioritized and promoted, reflecting the positive evaluations of the education and practice activities by the broad masses of cadres and the public.
4. Vigorously publicize "self-selected actions" and characteristic work. Publicize the actions of all party members and cadres in the museum, who, in carrying out the education and practice activities of the mass line, boldly innovate and serve the people around the realization of the Chinese Dream; publicize the museum's active exploration in conducting patriotic education and education on ideals and beliefs; publicize the actual effects achieved by the leadership team in conducting home visits and livelihood projects; publicize how the museum closely integrates the education and practice activities with the implementation of the spirit of the central, provincial, and municipal plenary sessions, taking immediate action and working diligently, using the results of reform and development to test the effectiveness of the activities, good experiences, and good practices.
5. Vigorously publicize typical experiences and advanced individuals. Publicize the experiences and achievements of leaders in various departments who take the lead in carrying out education and practice activities, practicing and opposing the "four winds"; publicize the positive explorations and innovative experiences in adhering to positive education as the main focus, insisting on criticism and self-criticism, and conducting open activities, as well as characteristic examples of party members serving the public; publicize the advanced deeds of "Gong Quanzhen-style good party members and good cadres", reporting on a number of well-known, established, and publicly recognized advanced models who are practical and clean for the people.
III. Specific Arrangements
1. Set up special columns. After the launch of the education and practice activities, the museum will allocate human, material, and policy resources to the activities, fully leveraging its work advantages, and using various forms such as wall newspapers, bulletin boards, electronic screens, and websites to carry out publicity and reporting as required.
2. Timely report activity information. Based on the goals and requirements of the activities, and in conjunction with the progress, the museum will publish information on the in-depth development of the Party's mass line education and practice activities in the museum's publication, and will focus on the advanced models that emerge during the activities for concentrated publicity and reporting.
3. Focus on external publicity. Strengthen communication and coordination with municipal media, timely report information to the office of the leading group for the Party's mass line education and practice activities, improve the regular communication mechanism for news topics, actively promote the museum's in-depth development of the mass line education and practice activities to provincial and municipal media, and strive for public opinion support from provincial and municipal media.
4. Strengthen theoretical publicity. Hold special exhibitions and special report meetings for party members and cadres. With the theme of "Serving the People, Being Practical and Clean", hold the exhibition "For the People, Practical, Clean - Model of Party Conduct Zhou Enlai", visit the Xiaoping Path, Fang Zhimin Square, and the "Historical Documents and Cultural Relics of the Party's Mass Line (Nanchang) Collection Exhibition".
IV. Work Measures

We must adhere to positive publicity, accurately reflect the spirit of the central, provincial, and municipal committees, closely focus on the theme of the activities, aim at unifying thoughts and gathering strength, and create a positive and healthy public opinion atmosphere. We must grasp the tone of reporting, guide cadres and the public to correctly understand the issues in the Party's own construction, avoid generalizations, sensationalism, and negation of the Party's leadership. We must accurately carry out public opinion supervision, playing a constructive role based on in-depth investigation and fact verification, focusing on preventing future problems and treating illnesses, and promoting the healthy and in-depth development of education and practice activities.
3. Adhere to improvement and innovation, ensuring "no emptiness" and "no superficiality". We must implement the principle of "three closenesses", promote the spirit of "walking, turning, and changing", go deep into various departments, integrate with the masses, and conduct publicity and reporting with good style. We must avoid formalism, effectively improve the writing style, ensuring that our words are substantial, reasonable, and heartfelt, continuously enhancing the affinity and appeal of the publicity.
