The site of the "August 1" Uprising Command is a modern representative building related to significant historical events and revolutionary movements (the August 1 Uprising), including: the General Command, He Long's Command, Ye Ting's Command, Zhu De's Former Residence, and the Zhu De Officer Education Corps. It was announced as one of the first batch of national key cultural relics protection units in March 1961.
The building of the Zhu De Officer Education Corps was built in the late Qing Dynasty, and the Jiangxi Army Primary School was established here in 1905. In 1926, it was the Jiangxi Army Officers' Training Institute (commonly known as the Jiangxi Military Academy) and the Army Survey Bureau. On August 1, 1927, under Zhu De's leadership, some students of the Officer Education Corps participated in the Nanchang Uprising and followed Zhu De south to Guangdong.

The house of Zhu De's Former Residence was built in the 1920s. In early 1927, Zhu De rented this house, and his whole family lived here. In July 1927, Zhou Enlai stayed in the hall of this house on the first night he arrived in Nanchang from Jiujiang to lead the Nanchang Uprising.

According to the document approved by the Jiangxi Provincial People's Government (Ganfu Zi [2007] No. 20), the "Protection Plan for the Site of the Nanchang 'August 1' Uprising Command (2006-2020)" states that the protection scope and construction control zone of the "August 1" Uprising Command site—Zhu De Officer Education Corps and Zhu De's Former Residence are as follows:
(1) Protection Scope
Part of Zhu De Officer Education Corps
From the center point of the Zhu De Officer Education Corps site entrance.
—East along the front alley for 178 meters to the west side of "August 1 Avenue";
—From the center point of the Zhu De Officer Education Corps site entrance, south for 8 meters (including the front alley of the Officer Education Corps site);
—From the center point of the Zhu De Officer Education Corps site entrance, west along the front alley for 141 meters to the west side of Daijia Alley Road;
—From the north wall of the Zhu De Officer Education Corps site building, extend 10 meters outward to the north.
Part of Zhu De's Former Residence
Starting from the geometric center point of Zhu De's Former Residence building:
--East for 20 meters to the east side of Huayuan Corner Street.
--South for 24 meters to the north side of Minde Road;
--West for 20 meters to the west wall of Zhu De's Former Residence, extending 9 meters west;
--North for 28 meters to the south side of Huayuan Corner Street, including extending north along Huayuan Corner Street for 155 meters.
Intersecting with the westward extension line of the front alley of the Officer Education Corps site.
Area: 1.01 hectares
(2) Construction Control Zone
Part of the Zhu De Officer Education Corps site:
Starting from the center point of the Zhu De Officer Education Corps site entrance:
-East for 184 meters to the west side of "August 1 Avenue";
-South for 32 meters to 24 meters south of the front alley of the Officer Education Corps site;
-West for 136 meters to the east side of Daijia Road, including the Nanchang Military District compound;
-North for 202 meters to the south side of Dieshan Road, including the Nanchang Military District compound;
Part of Zhu De's Former Residence:
Starting from the center point of Zhu De's Former Residence:
-East for 48 meters to the east extension of the boundary of Huayuan Corner Street;
-South for 24 meters to the north side of Minde Road;
-West for 43 meters to 32 meters outside the west wall of Zhu De's Former Residence;
-North for 32 meters to the north side of Huayuan Corner Road.
Construction control height: 7.7 meters.
Part of Huayuan Corner Street:
-East to the east extension of the boundary of Huayuan Corner Street for 5 meters;
-South to the north side of Minde Road;
-West to the west extension of the boundary of Huayuan Corner Street for 5 meters;
-Northeast to the east extension of the boundary of Huayuan Corner Street for 28 meters.
Area: 6.66 hectares, including a first-class construction control zone with a construction control height of 7.2 meters; a second-class construction control zone of 1.29 hectares with a construction control height of 7.7 meters.

Relevant Management Regulations
The site of the "August 1" Uprising Command is a national key cultural relics protection unit. According to the "Cultural Relics Protection Law of the People's Republic of China" and the Jiangxi Provincial People's Government's "Reply on Approving the Protection Plan for the Nanchang 'August 1' Uprising" (Ganfu Zi [2007] No. 20), the protection scope and construction control zone management regulations for the "August 1" Uprising Command site are as follows:
1. Protection Scope
(1) No activities that may affect the safety of cultural relics protection units are allowed; corrective measures must be taken for factors that have caused damage and affected the safety of cultural relics. According to the assessment conclusions, destructive facilities and buildings should be demolished or relocated in batches within a specified time.
(2) No activities that damage the main body of cultural relics buildings are allowed; no other construction projects or blasting, drilling, excavation, and other operations are allowed; however, if special circumstances require other construction projects or blasting, drilling, excavation, and other operations within this scope, the safety of the site must be protected, and approval from the Jiangxi Provincial People's Government must be obtained, with prior consent from the National Cultural Heritage Administration.
(3) All overhead power and telecommunications lines must be buried or relocated.
(4) Effective safety and protection measures must be implemented, monitoring and fire-fighting equipment must be installed, and dedicated personnel must be assigned.
(5) Cultural relics protection and repair projects must be handled according to legal procedures for approval and verification.
2. Construction Control Zone
(1) No facilities that pollute the environment of cultural relics protection units may be constructed, and existing facilities that pollute cultural relics protection units and their environment must be rectified within a specified time.
(2) Activities that may affect the safety and environment of the former command center of the "August 1st" Uprising are not allowed; existing safety hazards should be rectified within a specified time.
(3) Construction projects within this area must not damage the historical appearance of cultural heritage protection units.
(4) The first type of construction control zone mainly controls the architectural style and function, with specific regulations based on the different conditions of each former site.
(5) The second type of construction control zone mainly controls the volume and appearance of buildings around cultural relics; there are no specific requirements for building functions, but large public buildings (such as markets, performance venues, etc.) that may cause crowd gathering, parking, traffic diversion issues, and noise should be avoided.
(6) The engineering design plan must be approved by the Jiangxi Provincial Cultural Relics Bureau and then submitted to the Nanchang Urban and Rural Construction Planning Department for approval.
