The former site of the "August 1st" Uprising Command - The protection scope and construction control zone of Ye Ting's Command.

The site of the "August 1st" Uprising Command is a modern representative building related to significant historical events and revolutionary movements (the August 1st Uprising), including: the General Command, He Long's Command, Ye Ting's Command, Zhu De's Former Residence, and the Zhu De Officer Education Corps. It was announced as one of the first batch of national key cultural relic protection units in March 1961.
The Ye Ting Command was originally the Xinyuan School building, built in 1925. In late July 1927, Ye Ting led the 24th Division of the National Revolutionary Army's 11th Army, which was preparing for the uprising, from Jiujiang to Nanchang, establishing the division headquarters here. On July 30, Ye Ting held a meeting for officers above the battalion level in the conference room to assign combat tasks. After the successful uprising, the troops were reorganized, and the 24th Division was merged with the 10th and 25th Divisions to form the 11th Army, making this place the command center of the 11th Army.

 

 

According to the document approved by the Jiangxi Provincial People's Government (Ganfu Zi [2007] No. 20), the "Nanchang 'August 1st' Uprising Command Site Protection Plan (2006-2020)" states that the protection area and construction control zone of the "August 1st" Uprising Command Site—Ye Ting Command are as follows:

1. Protection Area

Starting from the geometric center point of the old site building:

- East to 21 meters;

- South to 41 meters;

- West to 43 meters;

- North to 26 meters.

Total area: 0.43 hectares.

2. Construction Control Zone

Starting from the geometric center point of the old site building:

— East to 89 meters to the west side of Huangdian Side Street;

— South to 116 meters to the north side of Zhongshan Road;

— West to 107 meters to the east side of Supu Road;

— North to 81 meters to the north wall of Nanchang No. 2 Middle School and the north wall of Nanchang City Nursery.

Total area: 2.83 hectares, including 2.71 hectares of Class I construction control zone, with a construction control height of 10 meters; 0.12 hectares of Class II construction control zone. Construction control height: 7 meters.

 

 

  Relevant Management Regulations
The "August 1st" Uprising Command Site is a national key cultural relic protection unit. According to the "Cultural Relics Protection Law of the People's Republic of China" and the Jiangxi Provincial People's Government's "Reply on Approving the Nanchang 'August 1st' Uprising Protection Plan" (Ganfu Zi [2007] No. 20), the relevant management regulations for the protection area and construction control zone of the "August 1st" Uprising Command Site are as follows:
1. Protection Area
(1) No activities that may affect the safety of the cultural relic protection unit are allowed; corrective measures must be taken for any existing damage and factors affecting the safety of the cultural relics. According to the assessment conclusions, destructive facilities and buildings should be dismantled or relocated in batches within a specified time.
(2) No activities that may harm the main body of the cultural relics are allowed; no other construction projects or blasting, drilling, excavation, etc., are allowed; however, if special circumstances require other construction projects or blasting, drilling, excavation, etc., within this area, the safety of the old site must be protected, and approval from the Jiangxi Provincial People's Government must be obtained, with prior consent from the National Cultural Heritage Administration.
(3) All overhead power and telecommunications lines must be buried or relocated.
(4) Effective safety and protection measures must be implemented, with monitoring and fire-fighting equipment installed, and dedicated personnel assigned.
(5) Cultural relic protection and repair projects must follow legal procedures for approval and review.
2. Construction Control Zone
(1) No facilities that pollute the environment of the cultural relic protection unit are allowed; existing facilities that pollute the cultural relic protection unit and its environment must be rectified within a specified time.
(2) No activities that may affect the safety of the "August 1st" Uprising Command Site and its environment are allowed; existing safety hazards must be rectified within a specified time.
(3) Construction projects within this area must not damage the historical appearance of the cultural relic protection unit.
(4) The Class I construction control zone mainly controls the architectural style and function, with specific regulations based on the conditions of each sub-site.
(5) The Class II construction control zone mainly controls the volume and appearance of buildings surrounding the cultural relics; there are no specific requirements for building functions, but large public buildings (such as markets, performance venues, etc.) that may cause crowding, parking, traffic diversion issues, and noise should be avoided.
(6) Engineering design plans must be approved by the Jiangxi Provincial Cultural Heritage Administration before being submitted to the Nanchang Urban and Rural Construction Planning Department for approval.
