The site of the "August 1st" Uprising Command Headquarters is a modern representative building related to significant historical events and revolutionary movements (the August 1st Uprising), including: the General Command Headquarters, He Long's Command Headquarters, Ye Ting's Command Headquarters, Zhu De's former residence, and the Zhu De Officer Education Corps. It was announced as one of the first batch of national key cultural relic protection units in March 1961.
In 1927, He Long led the National Revolutionary Army from Jiujiang to Nanchang and set up the command headquarters here, where He Long lived in a small western-style building. In the early morning of August 1st, He Long, Liu Bocheng, and others commanded the attack on the enemy's general command headquarters from the steps in front of the small building, achieving victory in the battle.

According to the document approved by the Jiangxi Provincial People's Government (Ganfu Zi [2007] No. 20), the "Nanchang 'August 1st' Uprising Command Headquarters Site Protection Plan (2006-2020)" states that the protection scope and construction control zone of the "August 1st" Uprising Command Headquarters site are as follows:
1. Protection Scope
Starting from the geometric center point of the old site building:
- East 46 meters to the west side of Minxiang Road;
- South 30 meters to the south side of the four-story brick building of the Nanchang Grain Bureau dormitory;
- West 42 meters to the west side of Zigulu Road;
- North 19 meters to the north side of the back wall road.
The area is 0.42 hectares.
2. Construction Control Zone
Starting from the geometric center point of the old site building:
- North along Zigulu Road 80 meters to the intersection of Shebuting Street;
- East 119 meters;
- South 129 meters;
- West 148 meters, including the street buildings along Zhangjiang Road.
The area is 2.48 hectares, including 0.06 hectares of Class I construction control zone and 2.42 hectares of Class II construction control zone, with a construction control height of 16 meters.

Relevant Management Regulations
The "August 1st" Uprising Command Headquarters site is a national key cultural relic protection unit. According to the "Cultural Relics Protection Law of the People's Republic of China" and the Jiangxi Provincial People's Government's "Reply on Approving the Nanchang 'August 1st' Uprising Protection Plan" (Ganfu Zi [2007] No. 20), the relevant management regulations for the protection scope and construction control zone of the "August 1st" Uprising Command Headquarters site are as follows:
1. Protection Scope
(1) No activities that may affect the safety of the cultural relic protection unit are allowed; corrective measures must be taken for factors that have caused damage and affected the safety of the cultural relics. According to the assessment conclusions, destructive facilities and buildings should be demolished or relocated in batches within a specified time.
(2) No activities that may damage the main body of the cultural relic buildings are allowed; no other construction projects or blasting, drilling, excavation, etc., are allowed; however, if special circumstances require other construction projects or blasting, drilling, excavation, etc., within this scope, the safety of the old site must be protected, and approval from the Jiangxi Provincial People's Government must be obtained, with prior consent from the National Cultural Heritage Administration.
(3) All overhead power and telecommunications lines must be buried or relocated.
(4) Effective safety and protection measures must be implemented, with monitoring and fire-fighting equipment installed, and dedicated personnel assigned.
(5) Cultural relic protection and repair projects must be processed according to legal procedures for approval.
2. Construction Control Zone
(1) No facilities that pollute the environment of the cultural relic protection unit may be constructed, and existing facilities that pollute the cultural relic protection unit and its environment must be rectified within a specified time.
(2) No activities that may affect the safety of the "August 1st" Uprising Command Headquarters site and its environment are allowed; existing safety hazards must be rectified within a specified time.
(3) Construction projects within this scope must not damage the historical appearance of the cultural relic protection unit.
(4) The Class I construction control zone mainly controls the architectural style and function, with specific regulations based on the different conditions of each old site.
(5) The Class II construction control zone mainly controls the volume and appearance of buildings surrounding the cultural relics; there are no specific requirements for building functions, but large public buildings (such as markets, performance venues, etc.) that may cause crowd gathering, parking, traffic diversion issues, and noise should be avoided.
(6) Engineering design plans must be approved by the Jiangxi Provincial Cultural Heritage Administration before being submitted to the Nanchang Urban and Rural Construction Planning Department for approval.
